Utilities module provides functionality
independent on projects module. If projects
enabled it just little bit change its UI.

Create eager module that will interconnect
independent utilities and projects modules.

The eager module is created and integrated into the trunk now. It is
currently in a beta stage.

Forgot to note that the module contains just functionality of
submodule Open File. Other submodules are not created yet.

The bridge exists so the task is finished.
