Open some DTD in editor. add some wrong
declaration to DTD. "Check DTD" action shows error
in editor but no error shown on the same action in
explorer. You must save DTD the document before
Check DTD on explorer node.

I cannot reproduce it after restart IDE. But after restart I saw
something wrong. IvalidObjectException thrown. Two instance of the
same DTD were opened in editor window.

I see RANDOM keyword -> closed.

I cannot reproduce it but it is real bug. You must pay more
investigation. The bug occured again. There were opened two editors
for one DTD.

I have seen it too - randomly in a IDE with screwed userdir.

Neither of the issues described here are visible in 4.0 release.
- the Check DTD action works properly from DTD node
- the second problem (two tabs of the same file) has already been
fixed  (issue 39692)
