JSP 1.2 cannot be used in my deployment environment yet.  
The TLD editor is great, and I want to use it; but is 
there any way to do use it with JSP 1.1?

Changing summary - need to choose spec level in general. Currently JSP
1.2 and 2.0 are supported to some extent, but the support could be
better. In Java library projects, the user can not choose the version
of a tld. In web projects, the version is determined by the version of
web.xml.

Also, it would be useful to be able to change the version (upgrade) of
the tld after it is created.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
