On downloading the NetBeans installer Windows 10 anti virus reports the software as malicious or virus.

I encountered same problem too.  At least since 27 Feb 2017.  Download either NetBeans 8.2 PHP x64 / NetBeans 8.1 PHP x64/x86 etc, in Firefox or Chrome, both report the files contain malware.

It seems there is a little more to this as I can't get the SHA256 hashes to work correctly either for nightly versions of netbeans.

Seems like NetBeans windows installers got off the list of malicious SW where it ended improperly in Feb.
