I have downloaded php projects from github . 

I tried to open that project but stuck . I restarted my netbeans but all project stuck and initializing. when I right click on that project just show "initializing".

Please, use NB 8.2. Also, attach the IDE log [1] once this problem occurs. Please, create profiler snapshot [2] and attach it to this issue as well - start profiling, open the project, wait for about 30 seconds, stop profiling.
