Steps to reproduce:
1. Create Enterprise Application project
2. Run the project
3. Go to Services view and expand all children under WebLogic server node
4. Right-click deployed web application and choose Stop. 

Expected result:
Server is stopped

Actual result:
Nothing happened.

If I right-click deployed enter prise application and choose stop it will be stopped. And if I click "Refresh" button I can see that web application is stopped as well.
