When replaying a request, try to use the server integration APIs to see which 
HTTP service instances are available for the web server. 

Offer the user a choice if there are several possibilities, and/or
to start a service if none is running.

Should at least be able to select servers from a list.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
