Module currently provides a DTD entity template
that instantiates an empty DTD. On the other hand
tools module also contains <Generate DTD> actions
that generates DTD from a sample XML. The wizard
can contain an option delegating to this action.

Implementation note: wizard probably need to be
pluggable because the action is define in tools
module.
