Product Version = NetBeans IDE Dev (Build 201607140002)
Operating System = Linux version 4.6.4cxevoii running on amd64
Java; VM; Vendor = 1.8.0_92
Runtime = Java HotSpot(TM) 64-Bit Server VM 25.92-b14

Reproducibility: Happens every time

STEPS:
- Select View/Split/Horizontally
- Click on the expand button to show the editor toolbar.

ACTUAL:
 The toolbar is too wide.

EXPECTED:
  A tool bar is expanded and buttons are show
