Shows the issue

* Open/create a java project with java files and property files (txt files are also ok).
* Double click on a java file in the project view to open the file in the editor -> Navigator shows the members of the java files
* Double click on a property file  to open the file in the editor

ACTUAL:
 -> Navigator still shows the members of the java file
EXPECTED:
 -> Navigator does NOT show the members of the java file

a) it shows the member of the property file OR
b) empty navigator (if no navigator content is available)
