When loading up 3.4 RC1, I'm getting about 30
warnings about a module's .xml files already being
in the Default System. I have to click OK on 30
dialog boxes to get through this.

This issue may be related to issue #26247, please
view that one as well. The same error log is
attached here.

they are the same thing.  Your userdir is corrupted by the installer.
 See my comments in issue 26247
