Reproducibility: Happens every time

STEPS:
Open "Help > Check for Updates" ... see first attachment
Open "Tools > Plugins" - then click on "Check for Updates" ... see second attachment

ACTUAL:
See attached images

There is nothing wrong with my network connection nor are there any proxy issues. I also tested the connection via the IDE and got a green checkmark : Tools > Options - Test connection
