When .url files are placed in menus, and they have
mnemonics, the menu item gets a strange tooltip:

[text] Help -> _N_etbeans Open Source Site
[tip]  NetBeans Open Source Site   Alt-N

1. Most menu items do not have tooltips, so this
looks strange. Generally they should be reserved,
if ever, for menu items that do something not
obvious from the title.

2. The "Alt-N" implies that this is a globally
active shortcut. It is not; it only works if the
Help menu is open. It is also redundant given the
underlining on the 'N'.

3. On some JDKs, tool tips on a posted menu item
can corrupt redisplay a bit and it looks bad.
