Steps to reproduce:

1)Install netbeans
2)Remove old .netbeans
3)Start netbeans
4)Mount some directory
5)Create bookmark in this directory(Via New->Other->Web Bookmark and point it 
to www.netbeans.org)
6)Open Tools->Options and in IDE Configuration -> System -> System Setting check that
    "Web Browser" property  is set to "External Browser (Windows)
7)Be sure, that your default browser(Netscape in my case) not running on your system
8)Click right mouse button on this bookmark and select Open in popup menu
9)Check, that netscape started and www.netbeans.org loaded into browser
10)Click right mouse button on this bookmark and select "Open in New Window' in popup menu
Notice, that swing browser window opened insted of Netscape's new window

I think this bug must be at least evaluated for Nevada

Verified with S1S 5 Nevada build 030223.
