The first time I open the Navigator window it only ever shows "Please Wait..." and will never load. I have to navigate to another file before the Navigator starts working. After this first time, it works the rest of the time I use NetBeans. Then the next time I run NetBeans, it again doesn't load the first time.

I should note that I have my Navigator window pinned and not set as always opened. This doesn't seem to be an issue if the Navigator window is always open.

There is no reliable steps to reproduce a bug. 
It is random behavior.

Please provide reproducible scenario and reopen the bug.
