Reassigned for further evaluation. Can you specify in more detail how it behaves in your environment? What do you mean by being "inactive"?

the team menu applies to 
- version control systems/local history, 
- bugtracking, 
- hudson 
- and the team server support (eventually)

considering the attached log - the vcs, bugtracking and hudson modules are on.
