Operating System = Linux version 3.13.0-63-generic running on amd64
Java; VM; Vendor = 1.8.0_51
Runtime = Java HotSpot(TM) 64-Bit Server VM 25.51-b03

Reproducibility: Happens every time

Attempting to install JRebel plugin from a downloaded file. 
From the Plugins dialog, downloaded tab, clicked Add Plugins button.
Navigated to the nbm file and selected it.  
No error message was shown - found the error in the IDE log.

Re-downloaded the nbm file and it worked OK.  

Should show an error message to the user if/when this error is encountered.

Cannot open NBM file /tmp/1440423641_jr-ide-nb-6.2.3.nbm: java.util.zip.ZipException: zip file is empty

To reproduce: try the add proedure with an empty nbm file.
