There appears to be an issue downloading via your CDN via my ISP. (OpenNet.com.kh from Phnom Penh, Cambodia). 

Connectivity is initially modest but crawls to to a few bits per second before halting completely.

I have a high end business fiber account with a good link to the US and the rest of asia so this appears to be an issue with either the terminal node on your CDN cluster or less likely opennet. 

This is a recent issue. I was able to succesfully install netbeans a few days ago but have been unable to for the last 35 hours. 

To work around this issue I am going to have to download via one of my ec2 or gce instances and rsync over to my box which is fine but the majority of people from this region and similar ones aren't going to be able to do so. CDN issues are going to block many international users from being able to use the netbeans product at all or when needed which will result in more adoption of eclipse, atom, vim, etc. to netbeans detriment. 

Please investigate the CDN issue and please consider adding support for a more reliable download mechanism such as torrents for areas that suffer from high transmission error rates and connectivity issues which can make downloading even a modestly sized 200mb file taxing.

Could you please specify following information:

1) An URL of the file you have tried to download without the success.
2) An output from http://whatismyip.akamai.com/ at a machine when the download has failed.
3) An output from http://www.damia.com/whatismydns at a machine when the download has failed.
4) Exact time including the timezone when the download has failed. If you don't know exact time of your last attempts, please repeat the download and record time of download.
