Product Version = NetBeans IDE 8.1 Beta (Build 201507231027)
Operating System = Windows 8 version 6.2 running on amd64
Java; VM; Vendor = 1.8.0_51
Runtime = Java HotSpot(TM) 64-Bit Server VM 25.51-b03

- Fresh NB install without any rtask repositories defined
- goto report task
- create a new repository with this (former) URL: http://netbeans.org/bugzilla (no https)
--> NB reports temporarily moved

If you don't know NB insights, the only chance is to create a new repository with the correct address.
An editor is needed to modify the repository's properties or to delete entries.

As experienced NB user, I'm able to edit the bugtracking.properties file. But who knows about this?

so you created a repo in services > task repositories and then tried to report a task, right?

did you try:
- edit via ctx menu on the repository node in services > task repositories 
- or the tasks view (main menu > window > tasks, available at least since 7.4) and ctx menu on a repository node > properties

this should not be necessary

Shame on me. 
I edited the repository properties long time ago - and have not remembered it. Now, I searched for this editor in the "Team" menu.

Maybe an automated redirect (like invoked when using ths url in a browser) would the solution for this problem. 
Since this issue is about a "missing" editor, which still exists, I'm going to close the issue.
