NetBeans installer built from jdk9 branch has to support only Java 8 as NetBeans IDE java. This build will never run on top of Java 7. 
NBI has to be changed that only Java 8 is used for installer and also as NetBeans IDE Java.

Installer has to inform user if older than Java 8 is used for launching installer.
