Reproduced on Windows and Linux. On Mac works fine (native Mac installer).

Looks like there are missing some clusters in the installer packages.

For the record I was able to install JavaSE distribution of

Product Version: NetBeans IDE Dev (Build 201506020405)
Updates: Updates available
Java: 1.9.0-ea; Java HotSpot(TM) 64-Bit Server VM 1.9.0-ea-b66
Runtime: Java(TM) SE Runtime Environment 1.9.0-ea-b66
System: Linux version 3.13.0-37-generic running on amd64; UTF-8; cs_CZ (nb)
User directory: /home/cesilko/.netbeans/dev
Cache directory: /home/cesilko/.cache/netbeans/dev

on my Linux Mint 17.1 without problems.

Works when launching installer on JDK8. The issue is the most probably caused by building installers on JDK8. Then there is some problem to unpack jars on JDK7.

Closing as INVALID. The JDK7 is not supported in this case.
