Projects which don't provide a `configure` script, but a `Makefile` only, cause `make` to be run in `$HOME`.

Works well if `bin/netbeans` of the binary distributions is started in the directory where the `Makefile` is located.

Setting `Working directory` in the `Make` section of the project properties doesn't have any effect.

New project wizard was reworked in Netbeans 8.1.
Please conform that problem is not reproducible in development build.
