If you kill netbeans because of some other issue you cannot uninstall it without manually removing the lock file.
IMHO there should be a checkbox in the blocking dialog (se screenshot) that allows the uninstallation to proceed anyway.
One reason for this is that the lock-file is located in a normally hidden directory and not everyone knows how to get to it.
