It looks like regression of bug reported and already fixed: https://netbeans.org/bugzilla/show_bug.cgi?id=178273#c13 Recently I downloaded 64bit version of development nightly version of NB (20150306). After installing it under Win7 64bit with 64bit Java, I cannot see option to pin-in to task bar. At the same time I have another development build 20141119 installed, successively updated with available updates. This instance has pin-in option. It's also 64bit version using Java 64bit server VM.
Possible workaround - drag and drop the netbeans.exe (or netbeans64.exe) to the taskbar. Then the ordinary context menu should appear... I can confirm this behaviour on Windows 8.1 + NB 8.0.2
