Broken system filesystem.
The Templates/Services folder is not found on system filesystem.
However it's defined in the same module layer.

All reports came from NetBeans installations with Lua Glider NetBeans Edition plugin installed.

It seems that the plugin somehow hides or alters the Templates directory.

Reassigning to plugin owner. Can you please evaluate the bug?
