Screenshot

1. Make new installation of NetBeans.
2. Add a Tomcat 8.0.15 server.
3. Open up Tools>>Servers and right click on the Tomcat node in the Servers list.

Results: A Tools context menu opens with "Add to Palette" sub option that does nothing.

Expected: No context menu.
