- Going to Options > Editor > Hints 
- Search: 'Create Local Variable' 
- Uncheck 'Create Local Variable' hint under Error Fixes
- Restart Netbeans
- Using an undeclared variable in Java program and displaying hint for error still shows 'Create Local Variable' hint.

Found also the same bug for Import Class and Create Field.

All fixed in in jet-main#bade457ee1d2.
