VM: Java HotSpot(TM) 64-Bit Server VM, 24.71-b01, Java(TM) SE Runtime Environment, 1.7.0_71-b14

I have installed tomcat manuallity because I had problems to install netbeeans 8.0.1 with any jdk

The IDE can't properly use the installed Tomcat. The zip file distribution is preferred.

Registered a Tomcat server to the IDE, with "create user if it doesn't exist" option toggled on. (and i supplied username and password)
Once server is added, I started it by right clicking on it and hitting "start" from the context menu. And server started.
I expanded the Server's node on the "servers" tree to list the applications it contains,.. however, I was asked to provide credentials.
My credentials got rejected,after attempting few more times, I selected cancel.
Exception got generated.

Any solution for Bug 248294:

java.nio.file.AccessDeniedException: C:\Program Files\Apache Software Foundation\Apache Tomcat 8.0.27\conf\tomcat-users.xml

Please tell me some solution to rectify this bug...
