In the Options window, under IDE Configuration >
System > System Settings, there is a property
called Show Tips on Startup.  When I set this
property to False, the tips still appear on the
Welcome screen when I start the IDE.

New welcome has nothing to do with this property. This property is
there because of old welcome panel which probably use this to decide
if welcome panel should be displayed or not. My suggestion is to do it
as hidden property and not show it to the user. I reassigne it to the
core.

Ok, we have new-Welcome Screen and old-Welcome Panel present in IDE,
by default only new is visible for users. 

If this property is only for old Welcome Panel and it isn't possible
to show it by user, why user can set some property for it?

Reassigne to Marek, because he is owner of old Welcome Panel.

Solution should be make property read-only until Welcome Panel isn't
possible to show.

I suggest to remove property from options. It would only confuse users
if it is disabled. Value of the property can be changed directly in
old welcome panel if it is displayed.

Btw (whining) I think new Welcome screen *is* connected to the
property, because new welcome screen should be replacement for older
series of startup dialogs, so it's fair to expect that what worked in
old welcome screen, will work in new one also. It's just another cut
of functionality, not well reasoned and explained IMO. (This is not to
say that I don't like currect state, all I'm against is "automatic"
functionality throwout)

in [nb_dev](20020709) user can set this property again, but it isn't
propagated to new welcome screen.

Marian,  you are probably confused.  There is another property there
called "Show Tool Tips In IDE".  It's something else.

The property we are talking about here is "Show Tips on Startup" and I
really don't see it in latest dev build.

BTW this property has nothing in common with the new Welcome screen

Resolved for 3.4.x or earlier, no new info since then -> closing.
