1. Install NetBeans.
2. Goto Tools>>Plugins>>Installed and activate Java SE, HTML 5, Java Web & EE.
3. After activation, Java SE, HTML 5, Java Web & EE, Tools, Base IDE, and Service Registry will be activated.
4. Deactivate everything. Restart NetBeans.
5. Although Tools was deactivated, it still shows activated.
6. Activate Java SE, HTML 5, Java Web & EE, and Base IDE.

Results: They will not activate and a message pops up that says:

Activation failed: Netigso: C:\Developer\netbeans-201407090001\ide\modules\org-eclipse-mylyn-commons-net.jar: java.io.IOException: Cannot start C:\Developer\netbeans-201407090001\ide\modules\org-eclipse-mylyn-commons-net.jar

7. Activate only Java SE, HTML 5, Java Web & EE and they will activate OK.

Above error after step #6 is encountered if Base IDE is activated.

Workaround: Restart NetBeans. Base IDE will still show deactivated in Plugin Manager, but activation is now successful.

The workaround is no workaround because afterwards the Start Page is missing and the options to show the Start Page is missing from the Help menu. Also, the Usage Statistics section in Tools>>Options>>General is missing.

There may be other things missing or not functional, I don't know.

The only way to fix this is, that I know of, is to delete the userdir.

Also note that this bug occurs if the Base IDE is deactivated without ever activating any other modules.


1. Install NetBeans.
2. Deactivate Base IDE. Restart NetBeans.
3. Activate Base IDE.

Another Workaround to enable the Usage Statistics and Start Page:

1. In Tools>>Plugins>>Installed, Check "Show details".
2. Enable IDE Branding.
