Please let have me 
- be able to click on a link from within the Plugins Pop up, which refers me to the http://plugins.netbeans.org, eg on the Available Plugins page next to the 'Check for Newest' Button
- have a link for each Plugin its plugin page on the Netbeans homepage, eg right after the 'Homepage' link in the Description.

The usecase for both is, that I'd like to see:
- Whats new in this version
- Comments to see what other user say, or make comments myself

without having to go to google, type 'Netbeans', find the 'Plugins' page, find the plugin itself...

Another use case:
- When I found a bug or want to do an enhancement request I would goto Tools/Plugins/Installed and find the target plugin and there I'd expect some link to (at least) the 'plugin.netbeans.org/...' plugin page, even better an additional link to the homepage of the plugin or EVEN better a link to the issue tracker of the plugin
