No idea what is going wrong, but new ressources in org-netbeans-core-windows.jar (Bundle.properties in org\netbeans\core\windows\documentgroup) are not visible in the branding dialog.

Did you add in org\netbeans\core\windows package \documentgroup manually? As I can see that in my .m2 repository there is no \documentgroup in org-netbeans-core-windows.jar both for RLEASE73 and RELEASE74. That could be the reason that you can't use Search in Bundle file located in this package, moreover you can't see this Bundle in internationalization branding view for de mutation. Solution would be to show these manually added Bundles marked with some color.
