Currently, the progress bar is empty for first 20% of 
startup (until the number of modules is known) and only 
after then it starts displaying progress.

Suggest to use heuristic approach to the progress timing, 
so that even the first 20% are somehow covered by the 
progress.

progress line was developed by UI team, namely Filip Rachunek. I
suggest Filip take care of this issue, create patch diff, attach to
this issue. Core will review the patch and integrate. Thanks.

verified in [nb_dev](20020605),
in my opinion in today's build progress bar works fine, but I can be
at fault, so if you aren't agree, please reopen.
