The line that I want to write is:
<label control="BorderStyle" value="&optionPanel.borderStyle;"/>

but when I arrive to:
<label control="BorderStyle" value="&

If I continue to write the next character the ide throws this exception

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
