For example, there are three radio buttons in "Specify Target
Operation" panel, named Set Property, Method Call and User Code. Since
their functionality is not clear at the first glance for unexperienced
user, they should offer tooltips to describe themselves closely.

I dont' know if the target operation radio buttons are 
clear at the very first glance, but they seem to be quite 
understandable to me... I doubt the tooltips can make it 
more understandable - what would the tooltips say? 
Something like "Select this radio button to specify a 
property to be set on the target component."?
