Classpath services will shift to be local to a
project, with a possibility to have several
projects (with different classpaths) opened at the
same time.
Classpaths can differ for various services, but
may include other classpaths (to provide easier
configuration) and possibly exclude some items
from the imported classpaths. 
This task is a cover issue for the whole subsystem.

Tests are still not written, but this issue can be closed safely. I
will schedule tests for this to M-4
