Steps to reproduce:
- run IDE in SDI
- right click on workspace switcher and push
Customize
- invoke popup menu on Workspace node
-> you can see unappropriate actions in popup menu

There is a action Marks as servlet, which is tools action and belongs
to web module, and if is enabled on Workspaces its their fault.
Reassigning.

Anyway, it seems to be working now, so check and close it.

Enabling of mark as servlet was already fixed (dup of #23918 ?)

Resolved for 3.4.x or earlier, no new info since then -> closing.
