The dark themes were moved to the plugin center in 7.4. There should be a more prominent sign that the plugin exists. It can be doubt that such a plugin will be recognized within the list of all the other plugins. 

It isn't advertised enough. There is only a short plugin description, but no screenshots for such a visual related plugin?

EXPECTED:
* better plugin description with screenshots/link to a wiki site where the feature is presented
* better integration (while the dark themes are outsourced as a plugin)
** variant a) "Install Dark themes plugin" button in the windows options OR
** variant b) Link/Static text in the windows options to tell the user about the existence of the plugin

Tools->Miscellaneous->Windows.
