RunCommandTest.testExpandingMacroses is ustable due to race condition in toolchain initialization

Root cause of error:
The test tries to get default host which can be remote.
Run rest for local host env.

All the tests now create configuration for localhost instead of a default host: 8e04d737d01f

QA can not verify that.
Dev team please take care of that bug.
