Product Version = NetBeans IDE 7.3 (Build 201306052037)
Operating System = Linux version 3.2.0-51-generic running on amd64
Java; VM; Vendor = 1.7.0_25
Runtime = Java HotSpot(TM) 64-Bit Server VM 23.25-b01

When trying to submit a bug report from within NetBeans, I get the following error.  

Security token error (unknown reason because Bugzilla < 4.0 was used) occurred during submission to https://netbeans.org/bugzilla.
Synchronize task and re-submit changes.

This has worked for me in the recent past.
