If you have a network connection but do not have an internet connection while starting the NetBeans installer it will hang until an internet connection is restored.

Steps to reproduce

1. Have a VPN connection that resolves IP addresses though does not route to those destinations connected
2. Open netbeans installer

At this point the installer will just sit there. I left it for 10 minutes hung

3. Close VPN connection

Installer will now immediately resume.
