There should be mechanism that deletes lock file from the userdir even if the IDE is killed from the task manager.

It could be done via registry record:
http://technet.microsoft.com/en-us/library/cc960241.aspx
http://blog.notfaqs.com/2007/10/registry-rename-file-on-reboot.html

-then the lock file will have been deleted after system reboot.

There may be some other ways better than it. I think it's worth investigation.
