Saved requests should have a note tab where users
can annotate the request, for example if they save
something that causes an error in the application.

Add notes field to XML representation, and add a new tab 
on saved requests.

This old bug may not be relevant anymore. If you can still reproduce it in 8.2 development builds please reopen this issue.
