Product Version = NetBeans IDE Dev (Build 201306052301)
Operating System = Windows XP version 5.1 running on x86
Java; VM; Vendor = 1.7.0_21
Runtime = Java HotSpot(TM) Client VM 23.21-b01

Could not install the JIRA plugin from Available Plugins. Freezes the Netbeans, and at restarting I must disable this plugin.

please reproduce the issue, create a thread dump and attach it to the issue
