Choosing default tools for compile/debug/execute
is a fairly common task in the IDE. 
Primary functionality is impacted.

these settings have been moved out of global options and into project
options. the final design depends on project options design.

Verified. The feature is going to be removed from Tools | Options so it does not
appear in T|O UI spec.
