It would be better if we could commit partial code snippets to SVN.

Yeah, I'd like that as well: Often I find myself in situation when I have two independent set of changes in one file and I'd like to commit that as separate changesets. Right now one needs to save the file into localhistory, revert one set of changes. Commit. Recover the file from localhistory and commit once again. A bit tedious.
