Improve result for Test connection on General options panel. Icons instead of OK, WAITING and FAILED messages and useful message for failed connection.

On a fresh install of NetBeans, when I go straight to Options & click "Test connection" with "Use System Proxy Settings" selected, I get "Cannot assign requested address: connect".

What does this mean?
Currently I have no idea whether this is a NetBeans bug, or if there 's a problem with the proxy settings (& if so, what I could possibly do to resolve the problem). Will this enhancement solve my issue by providing a useful message or is this indeed a new NetBeans bug?

If you have this problem, please create new issue (bug), also attach IDE log.

This enhancement is no longer valid, it has been solved in another issue.
