Набираем любой текст
переходим на русскую раскладку
<Ctrl>C
пытаемся вставить
<Ctrl>V
ничего не происходит

Sorry, works for me fine in 7.3 (Build 201302132200) and 7.4dev. Using Russian keyboard/ubuntu/KDE.

Также не работал копипаст при рус раскладке,
решил проблему изменением профиля горячих клавиш.

Сервис\НазначениеКлавиш\Профиль\NetBeans5.5
