To Reproduce:

 1. From [Runtime] tab in [Explorer] window,
     right click [Databases] node, and select
     [Add Connection].
 2. Select Valid [Name], input invalid
     [Database URL],
     input for any [User Name] and [Password] ,
     and click [OK].
     Error dialog is appeared, and japanese
     characters are appeared incorrectly
     in the dialog.

If this is related to message from outside process like 
Oracle not having its encoding decoded correctly by our module,
please refer to rfe 22156 which is general rfe to have
more encoding detection in product for messages and information
from outside processes.

The message doesn't come from Database Explorer module. It is provided
by Oracle JDBC driver so we can't solve this issue.
