Can you please check whether your problem is the same as Issue #224722 ? At any rate please provide more details, otherwise we can not understand what is going wrong. Are use using the JavaFX Application project type based on Ant ? Or are you trying to invoke SceneBuilder from a Maven project ? Also, there is no 7.3.1 version of NB available yet - do you mean that the problem affects the current daily build of NetBeans ?
